All adult secondary applicants or family unit members (over 18 years of age) for a Permanent residency visa must meet English language requirements in one of the following ways:

Show evidence of having Functional English.
Or pay additional 2^nd stage Fee as prescribed for the type of visa.

This requirement applies for adult family members (over 18 years of age) for a Permanent resident visa only.

It does NOT apply for family members of Temporary visa applicants.
